VADA Policy on Provisional Licensing
Vancouver Acute Department of Anesthesiology supports the need to recruit International Medical Graduates to fill the academic and clinical mandate of the Department and recognizes the valuable contributions these individuals make to the Department. Given the recent increase in recruitment of anesthesiologists who have not yet obtained the FRCPC designation and full licensing from the BC College of Physicians (i.e. Provisional Licensees), the Department executive has identified a need for a transparent and consistent policy with respect to clinical scope and expectations during this period.
The roles and responsibilities of the supervisor and sponsor for provisional licensing from the BC College of Physicians is available for download on their website. Provisional licensees require a supervisor (Head, or delegate) and a sponsor (VCH), who are responsible for overseeing the clinical practice of these individuals. The supervisor must provide regular reports to the BC College of Physicians, review feedback and determine the scope of practice/supervision. During the N1 call shift specifically, provisional licensees do not have access to additional staff support unlike the rest of the call assignments.
The following policy will apply to all current and future locum tenens or Department members with provisional licensing from the BC College of Physicians:

Scope of practice will be ultimately determined by the Supervisor

Provisional licensees will not be assigned N1 call but can be given all other call assignments, at the discretion of the Supervisor

Provisional licensees must obtain the FRCPC designation through successful completion of the Royal College of Physicians and Surgeons examination in Anesthesiology within 3 years of joining the Department (no more than 2 attempts)

The Department will make clinical workload accommodations as necessary to support successful completion of the FRCPC examinations

Once a full medical license is obtained and a supervisor is not required, the clinical scope of practice will be determined through the usual Departmental mechanisms
